Homeland Emergency Response Exchange
Windsor Solutions (Windsor) partnered with the Hawaii State Environmental Health Administration (EHA) to implement the Homeland Emergency Response Exchange (HERE) on the Exchange Network. The data exchange supports the automated sharing of environmental information with a pre-existing desktop application (HERE Client). This application is intended to be used by emergency personnel or other agencies who would benefit from receiving updated environmental program data.
The project included a readiness assessment to determine the best candidate data sets to include in the initial implementation effort. The following data sets were evaluated:

Facility - Contains site, geographic location, environmental interest, and contact information

Chemical Storage - Contains information on chemicals stored at the site, collected per Emergency Planning and Community Right to Know Act (EPCRA) reporting requirements

Livestock - Contains information on livestock managed by the site, submitted per National Pollutant Discharge Elimination System (NPDES) reporting requirements

Public Water Supply - Contains information such as water type and population served, collected per Safe Drinking Water Act reporting requirements

Tanks - Contains information regarding each of the tanks at a given facility, including the size, contents, and containment properties

Water Quality - Contains water quality monitoring data to be reviewed in a dedicated viewer module
After the assessment, Windsor worked closely with EHA to determine the best approach to prepare data in each source system that is selected to participate in the data exchange.
The administration's Exchange Network Node was also enhanced to support this new data exchange. Dedicated pre-built plugins for each data set were implemented and configured to generate the data files shared with the HERE Client. In addition, a central server was updated to receive and relay requests for access to Hawaii's Exchange Network Node HERE Services. The EHA HERE was made available to the HERE user community via the HERE Web site.
