Homeland Emergency Response Exchange (HERE) Implementation

The Gulf States have experienced unprecedented natural disasters that have amplified the need for remote and intuitive access to environmental data during emergency response and recovery efforts. Windsor's Homeland Emergency Response Exchange (HERE) tool was recently upgraded to include water quality monitoring data and is able to provide end users with a PC application (the HERE Client) data collated from many data providers.

The Windsor HERE tool was employed to help the Gulf of Mexico Alliance (GOMA) evaluate water quality data collected after the Deepwater Horizon oil spill within the Week’s Bay estuary in Alabama and Bay St. Louis in Mississippi. GOMA’s use of the HERE Client is a prime example of this unique solution, as the necessary assessment requires data from multiple neighboring state agencies to be combined to support the evaluation, restoration, and promotion of the general health of the Gulf and other co-managedwaterbodies.

The HERE Client, in use by emergency responders since 2008, now includes a dedicated water quality viewer. Data is shared by participating agencies using the common Water Quality eXchange (WQX) format. The Client also includes advanced capabilities to support the analysis of monitoring data in conjunction with data identifying local potential sources of contamination, such as spill remediation sites, flooded chemical storage locations, and wastewater dischargers.

Data can be queried using a variety of textual and spatial parameters. Once results are displayed, the data grid provides additional filtering and grouping capabilities to aid in targeting specific monitoring results. Results can be exported to multiple formats for sharing or printing. Additionally, the HERE Client provides charting capabilities to support trending analysis.
