Polluted Runoff Control System

The Hawaii State Department of Health's Clean Water Branch manages the state's Polluted Runoff Control (PRC) Program. Polluted runoff, also known as nonpoint source pollution, poses a significant threat to state coastal, surface and ground water quality. The PRC Program uses Federal Clean Water Act, Section 319 funding to provide grants for polluted runoff mitigation projects within its priority watersheds across Hawaii.

The PRC Program and Windsor Solutions (Windsor) have partnered to design, develop and implement a new application that allows internal and external stakeholders to find watersheds in the state and view current and historical projects within each watershed. The system will give the PRC Program a tool to manage project and grant information, and the system will facilitate EPA Grants Reporting and Tracking System (GRTS) reporting.

Design activities will be completed in May 2014, and the system is scheduled for implementation in the summer.
