Solid Waste Information Management System (SWIMS)

The New York Department of Environmental Conservation Division of Solid and Hazardous Materials maintained information about solid waste management and recycling programs in more than 20 individual databases and needed to consolidate this disparate data into a single, easy-to-use, point of reference. Windsor developed a large-scale, browser-based Solid Waste Information Management system that efficiently managed and consolidated their information throughout the state.

BACKGROUND

Created in 1970, the New York Department of Environmental Conservation (DEC) brings together the state programs focused on protecting and enhancing the environment. According to Section 1-0101 of the New York State Environmental Conservation Law, the DEC’s mission is to: "conserve, improve, and protect its natural resources and environment, and control water, land and air pollution, in order to enhance the health, safety and welfare of the people of the state and their overall economic and social well being."

THE CHALLENGE PRESENTED

The Division of Solid and Hazardous Materials (DSHM) developed a multi-phased plan to implement the recommendations from a division-wide, strategic, information management planning project. The first phase of this plan called for the design and development of an integrated system to cater to solid waste information management, facilities and their activities. 

THE VISION FOR THIS SYSTEM WAS TO:

  • Provide a single, comprehensive source of information about solid waste management facilities and their activities.
  • Be accessible over the intranet to all division staff who need to use the data.
  • Meet both regional and central office needs.
  • Support eventual facility data integration across the division.
  • Utilize a standard technical platform.

WINDSOR AT WORK: OUR SOLUTION

DSHM contracted with Windsor to develop the Solid Waste Information Management System (SWIMS). The system is built on an integrated database that includes data about facilities that transport, recycle, process, transfer and dispose of solid waste materials, as well as data related to municipal recycling programs, the Returnable Container Act program, beneficial use determinations and state grant programs.

This database replaces more than 20 disparate databases from a variety of technical platforms and provides a single point of reference for the division regarding all solid waste related activities in the State of New York.

Initial project tasks included detailed requirements analysis for each of the business areas that needed to be incorporated in the new system. An iterative approach was used for this project where requirements were confirmed before being encapsulated in a system prototype and eventually a detailed Solid Waste Information Management design. A similar approach was used for development tasks with two separate releases of the system being developed and deployed for review and acceptance before the final version could be scheduled for implementation.

In conjunction with conducting development tasks, Windsor staff coordinated a large-scale data cleaning and conversion exercise whereby 27 existing databases were compared,  synchronized and merged into the Solid Waste Information Management system. This ensured that the final production system included only high-quality data. Windsor continues to enhance the system as needed with new functionalities.

RESULTS THAT REWARD

Windsor’s solution to this project provided the DEC with several benefits:

  • Significantly enhanced access to information
  • Single point of reference for all information maintained by the division
  • Enhanced reporting functions
  • Stable and consistent technical architecture platform
  • Reduced cost due to inclusion of previously outsourced waste transporter fee generation programs
