Treasury Portal
Windsor Solutions was contracted by Clark County, Washington, Treasurer’s Office, to design and implement a Treasury Web Portal. The Treasurer’s Office wished to explore the potential benefits of providing financial services via the County website. These services are aimed primarily at meeting the needs of the various taxation districts whose financial affairs are administered by the Treasurer’s Office. Windsor was contracted by the Treasurer’s Office to initially develop a set of transactions in support of these stakeholder needs. After a successful deployment, Windsor was later contracted to enhance the Treasury Portal, to provide the taxation districts with additional data and functionality.
The primary goal of the Treasury Portal is to provide a means for customers (School Districts, Fire Districts, Ports, etc.) to view key financial information such as daily account balances, and manage selected aspects of their accounts such as issuing and voiding warrants, and making buy and sell decisions of their investment. This is being provided via a secure web portal on the Clark County Website. This provides improved customer service to existing Treasurer’s office customers, and improves overall satisfaction. The Treasurer’s Office placed a great deal of emphasis on the timely completion of this project (a “Fast Track” effort). This was an important objective, as the credibility of the Treasury Department was perceived to be at stake.
The Treasury Portal enabled the Treasurer’s office to provide the following benefits:
- Increased visibility to financial information and reports for Treasury customers (school Districts, fire Districts, Ports, etc.)
- More timely access to information through provision of real-time access to data.
- A single access point for customers, allowing them to view their most commonly requested financial data, through one consistent interface, with a single userid and password.
- Reduced workload and increased efficiency for treasury staff, through automation of customer service activities that are currently being performed manually.
The County received overwhelmingly positive feedback from the various districts. The County decided to engage Windsor in a project that introduced additional functionality, including the ability for districts to process Warrant Authorizations, create Investment Buy/Sell Decisions, enter manual warrants, and provide a more efficient solution for the publication of reports.
