Wellogic System Rewrite

The Resource Management Division (RMD) at Michigan Department Environmental Quality (DEQ) Water Bureau tracks the drilling and plugging of water wells in the State of Michigan. The RMD operates a web-based system that allows water well drilling contractors, health department staff, and DEQ staff to enter and maintain well records. The existing system, in operation since 2000, no longer met the business needs of the WCU and the technology had become antiquated.

DEQ contracted with Windsor in fall 2009 to redevelop and enhance the system, bringing it up to date with the latest technology and current business practices. The application was redeveloped using ASP.NET 3.5, SQL Server 2005, and SQL Server Reporting Services. Both jQuery and SPRING.NET were used to create an appealing user experience and to allow for flexible deployment and maintenance. The system supports XML document upload for bulk loading of water well records. In addition, integration with Bing maps provides a rich interface for locating and placing water wells. Lastly, the interface was expanded to allow the public to search for and view water well records.

The system was deployed in production on schedule, in November 2010, and is currently being used by well drillers throughout the state of Michigan. The intuitive and friendly interface has boosted the number of water well contractors that file electronically, thus reducing effort on the part of RMD staff in maintaining and coding paper well drilling records.

In March 2012, Windsor released a new module within Wellogic to manage annual registration renewals for water well drilling contractors. The new module allows contractors to renewal and pay online. The registration module also handles all administrative aspects of managing contractor registrations including handling new applicants, tracking fees and payments, and printing renewal forms and completed registration forms. In addition, integrated email notifications facilitate communication between DEQ and water well contractors.
