eReporting/ePermitting Application - ANR Online

The Vermont Department of Environmental Conservation (DEC) has been at the forefront of electronic reporting and permitting for environmental agencies. Looking to upgrade their electronic reporting/permitting offering to the regulated community and to increase transparency, DEC selected Windsor’s nForm solution to replace their eDEC application.
nForm applies state-of-the-art web technologies to the form development and application process, putting the power directly into the hands of program staff, who can easily add new forms, modify existing forms, and customize internal workflow processes without programming/coding skills. It gives the DEC maximum flexibility and enables rapid program-driven application form development and workflow management. The system enhances transparency and efficiency and speeds communication between the agency and the applicant.
The current phase of the project includes working with the Drinking Water and Groundwater Protection Division (DWGWPD), Waste Management Division, and the Watershed Management Division to implement the following submissions:
- Underground Storage Tanks Registration Renewals
- Underground Injection Control Permits
- Discharge Monitoring Reports
Windsor is working with each of the divisions to help design their application forms within the nForm solution, including all workflow processes required such as establishing administrative review, technical review and application acceptance tasks and notifications. All application submission data will be integrated into the back-end program database systems, which will eliminate the burden of manual data entry by program staff.
Electronic payments will be accepted for both UST registration renewals and UIC permits. nForm’s flexible payment processor plug-in works with most third-party merchant accounts. Windsor will work with DEC to integrate nForm with DEC’s payment processor, Authorize.Net.
After the first phase of this project, DEC plans to expand nForm’s use to all reports/permits across the Department.
